The construction of a new power system is of great significance, serving as a crucial measure to achieve the goals of carbon peaking and carbon neutrality, advance the all-round green transformation of economic and social development, and safeguard national energy security. The "newness" of the new power system lies not only in the adjustment of energy structure, but also in the comprehensive innovation of concepts, technologies and models. For the 15th Five-Year Plan period, priority should be given to the following tasks:

First, enhance the complementary advantages of multiple energy sources, strengthen the development of the system's basic security guarantee capacity and supporting regulation capacity, fully promote the optimization and upgrading of traditional energy sources, accelerate the development and construction of major new energy projects such as the projects in the deserts, Gobi and barren lands in the northwest, the hydro-wind-solar hybrid projects in the southwest, and offshore wind power projects along the coast, advance the integrated development of the "New Energy +" model, actively foster the green hydrogen-based energy industry, and explore the layout of a new generation of nuclear power, so as to ensure the safe and reliable operation of the new power system.

Second, focus on the various challenges and problems faced in the construction of the new power system, such as system safety and stability, power supply and demand balance, and the coordination of safety, economy and low carbon development, increase efforts in collaborative innovation and research, strengthen the integration of industry, academia, research and application, carry out joint research on key generic technologies, deepen the high-value application practice of "Artificial Intelligence + Energy", and build a strong scientific and technological support capacity for the new power system.

Third, in the process of advancing the construction of the national unified electricity market, establish and improve a policy mechanism conducive to the effective consumption and development of new energy, improve the national unified electricity market system that promotes new energy consumption, effectively advance the high-quality development of new energy, and raise the overall investment and operation efficiency of the power system as well as the efficiency of the electricity market.

Fourth, deepen central-local cooperation and cooperation among the upstream and downstream industrial chains in the energy sector, leverage the advantages of all parties in terms of resources, industry, technology, capital and talents, further expand areas of cooperation, innovate cooperation models, strengthen coordinated and integrated development, and work together to build a sustainable and resilient energy transition ecosystem, so as to fully support the construction of the new power system and comprehensively advance the high-quality green and low-carbon development of energy.
