In the government work report delivered on the same day, Premier Li Qiang of the State Council highlighted that the past year had been an extraordinary period in China's development journey.
There has been steady progress in advancement.This is reflected in several areas: Industrial upgrading has made new progress, with grain output reaching a new high of 1.4 trillion jin (700 million tons) for the first time, an increase of 10.1 jin per mu. The value-added of high-tech manufacturing and equipment manufacturing grew by 8.9% and 7.7%, respectively. Annual new energy vehicle production exceeded 13 million units. The value-added of information transmission, software and information technology services and leasing and business services increased by 10.9% and 10.4%, respectively.Innovation capacity has been newly enhanced , with new achievements in fields such as integrated circuits, artificial intelligence, and quantum technology. Chang'e-6 accomplished humanity's first lunar far - side sampling and return mission, and the Dream deep - sea drilling ship was put into service. The transaction value of technology contracts increased by 11.2%.The ecological environment quality has shown new improvements, with the average concentration of fine particulate matter (PM2.5) in cities at or above the prefecture level decreasing by 2.7%. The proportion of days with good air quality rose to 87.2%, and the proportion of surface water monitoring sections with good water quality increased to 90.4%. Energy consumption per unit of GDP fell by over 3%, and 370 million kilowatts of new renewable energy capacity was added.There have been new breakthroughs in reform and opening up. The reform deployments of the 2nd and 3rd plenary sessions of the 20th CPC Central Committee have been solidly implemented. Institutional reforms have been fully completed, and major reform measures, such as building a unified national market and gradually delaying the statutory retirement age, have been rolled out one after another. All foreign investment access restrictions in the manufacturing sector have been lifted, and trade and investment cooperation under the Belt and Road Initiative continues to expand and upgrade.
